Taken with a medium telephoto which can make things appear close -- otherwise not an optical illusion, the truck is about a meter from the bench.

From what I can recall of the context of when that photo was taken, the cop was lecturing the kid on how he was wearing some kind of uniform and how he should expect "trouble" or something along those lines. "Harassment" is in the eye of the beholder sometimes. The Manteca Bulletin article on 20 Aug 2005 had the headline "Cops head-off possible gang trouble" and it goes into there was some possible gang fight (somewhere) and 10 police cars rounded up all these youths in Library Park for some kind of impromptu street "line up" with two school officials to identify the kids. The article says this was some effort to "put the squeeze on gang activity." In the photo above, I sort of caught the end of the incident.

if the police talked to these people and sent them on there way so that parents and the children could play in the park would that be harassing these people in your 'mind'? If the police directed these people to a place where they could get some help / guidance would you call that harassment too?

did the area businesses oppose the former book store that was at the site of the church? The book store was Mary's Christian Book Store and was there before these businesses were there.
